The principals

Joel Cardinal is a senior municipal, infrastructure and project advisory professional with more than fifteen years of multidisciplinary experience across municipal government, consulting, engineering, construction and infrastructure delivery throughout Western and Northern Canada.

His background spans executive municipal administration, governance, public works, engineering, planning, land development, human resources, organizational development, change management, project management, construction, surveying and geomatics. He has held senior responsibilities equivalent to Chief Administrative Officer, Director, Manager and project and survey leadership roles, which is why he tends to read a municipal problem as an interconnected system rather than an isolated technical assignment.

Joel's advisory value lies in connecting Council direction to the organizational, financial, policy, technical and operational steps required for implementation. He has led multidisciplinary teams and worked directly with elected officials, administrators, staff, consultants, contractors, developers, regulators, regional and Indigenous partners, landowners and the public.

Craig Clements is a CPA finance executive with more than twenty years of progressive leadership experience across municipal government, construction, potash, healthcare, public practice and taxation.

His experience includes responsibility for operating and capital budgets exceeding $25 million, strategic financial planning, treasury and cash-flow management, capital asset management, audit coordination, internal controls, financial reporting, policy and procedure development, ERP and process improvement, and team leadership.

Craig brings the perspective of both municipal finance leadership and external audit and compliance. He has led the finance function for a rapidly growing rural municipality, developed long-range asset and financing strategies, supported Council and executive decision-making, and worked as a GST and income tax auditor and public-practice accountant. Clients get a clear read on how financial strategy, controls, reporting and capital decisions have to connect to municipal operations and governance.

Nicolas Zuck is a senior municipal infrastructure and operations leader with more than nine years of progressive experience across Manitoba and Saskatchewan, including Director of Operations, Director of Infrastructure and Operations, and Transportation Superintendent appointments. His career spans more than $75 million in capital and operational programs covering transportation, public works, recreation, parks, facilities, bridges, drainage, aggregate, fleet, landfills, water and wastewater, procurement, safety and municipal service delivery.

His experience includes responsibility for transportation networks exceeding 700 miles, major structures including a $2.6 million 4,800 mm multi-plate installation and a $1.2 million concrete steel-girder bridge, roughly $1.5 million in heavy equipment procurement, and recurring million-dollar aggregate and infrastructure programs. Alongside delivery, he builds the systems those programs run on: asset registers, work-order and service-request systems, inspection schedules, condition-assessment frameworks, preventive maintenance programs, capital prioritization models, GIS inventories, dashboards and automated reporting developed in Excel, GIS, databases and Python.

Nicolas brings the perspective of an operations leader who has had to answer for service delivery both in the field and at the Council table. His work is aimed at the questions municipal leaders actually need answered — what assets do we have, what condition are they in, what work is required, who is responsible, what does it cost, what is the priority, what has been completed, and what should be funded next. Clients get a municipality-wide view that connects infrastructure, recreation, facilities, employees, contractors, equipment, budgets and community service expectations into coordinated operating systems.
