Joel Cardinal is a senior municipal, infrastructure and project advisory professional with more than fifteen years of multidisciplinary experience across municipal government, consulting, engineering, construction and infrastructure delivery throughout Western and Northern Canada.
His background spans executive municipal administration, governance, public works, engineering, planning, land development, human resources, organizational development, change management, project management, construction, surveying and geomatics. He has held senior responsibilities equivalent to Chief Administrative Officer, Director, Manager and project and survey leadership roles, which is why he tends to read a municipal problem as an interconnected system rather than an isolated technical assignment.
Joel's advisory value lies in connecting Council direction to the organizational, financial, policy, technical and operational steps required for implementation. He has led multidisciplinary teams and worked directly with elected officials, administrators, staff, consultants, contractors, developers, regulators, regional and Indigenous partners, landowners and the public.
