Governance, strategy and the Council table
Governance work fails when it stops at a framework document. We build the policy authority, the delegation structure, the work plan and the reporting cadence together, so a Council decision has somewhere to land.
A strategic plan is only useful if a department can open it in March and know what it owes Council in April. We write governance and strategy deliverables backwards from that test — from the reporting cycle, the budget calendar and the staff who have to carry it.
Our principals have sat on the administration side of the Council table. We know the difference between a policy that clarifies authority and one that quietly moves risk onto a CAO, and we draft accordingly.
