How we work
Four engagement models, one accountable lead, and a process built so that the handover at the end is a beginning rather than a filing.
Engagement models
Civic West can be retained as a complete advisory team or selectively by discipline. The engagement lead stays the same regardless of how many disciplines are involved.
Defined advisory assignment
A scoped deliverable such as a strategic plan, financial or asset plan, governance review, organizational assessment, policy and bylaw package, or service review. Fixed scope, fixed deliverable, agreed milestones.
Embedded municipal support
Temporary or part-time senior capacity for administration, finance, operations, engineering, project management or organizational implementation. Useful through a vacancy, a leave, or a period of unusual load.
Project or program delivery
Owner's representative, project manager or multidisciplinary support from project definition and procurement through construction, controls and closeout.
Implementation and change support
Follow-through after recommendations are adopted: work plans, policy updates, capital alignment, organizational changes, performance reporting and management systems.
What an engagement looks like
The sequence is the same whether the assignment runs four weeks or eighteen months.
Frame the actual problem
A conversation with administration and, where appropriate, Council. We test whether the stated problem is the real one and identify which disciplines it crosses. No charge, no obligation.
Scope and price it plainly
A written scope with deliverables, milestones, assumptions, exclusions and fees. If the work should be split into phases, or if you do not need us for part of it, we say so here.
Diagnose with evidence
Document review, site work, interviews, data extraction and analysis. We show you what we are finding as we find it rather than saving it for a reveal.
Reconcile across disciplines
Before anything is recommended, the financial, governance, people, operational and technical implications are checked against each other. This is the step most reports skip.
Deliver and present
A deliverable written for decision-making, plus the presentation to administration or Council. Every recommendation carries an owner, a cost, an authority requirement and a measure.
Hand over and stay reachable
You keep the models, registers, templates and source data. We remain available for the questions that surface three months later when implementation actually starts.
Deliverables are written for decision-making and ongoing use, not shelf storage.
What you should expect from usIf a report we write cannot be picked up eighteen months later by someone who was not in the room and still be useful, it has failed. Client ownership, transparency and practical handover are built into the way we scope and write.
